If you have just had him for about a year, then his system may still be normalizing, it can take a couple of shed cycles to see the results you want with changes in coat. If you haven't already, as you say he's a toothless old man, testing for PPID (Cushings) wouldn't be out of the question.

Horses grow and shed their coats twice a year. Shedding winter coat in the spring while growing in their summer coat; and shedding their summer coat in the fall, while growing in their winter coat. There should be no problem with clipping, and still having a good coat for next winter.

Being it's a single back hoof, I'd be more inclined to think abscess than laminitis; as laminitis usually strikes the front hooves first, as they bear the majority of their weight on their front legs. I wouldn't rule out laminitis in a horse with a history of laminitis, but the presentation...

The OP made that comment, likely in frustration. The frustration is nation wide, there are fewer people going into vet school, and even fewer that will go into large animal medicine.
