Adding friends here

Ok, I really am not a COMPLETE idiot, LOL, but someone is added to my friends list- and shows in my profile thing. How do you do that and what is the purpose of it? Do I need to do something? Can someone explain what that option is for? I dont see anything that says 'add friends' or what it might be for to do that.

See under my name, the little guy holding a sign with a red minus on it? If you don't want me as a friend, click that and it'll take me off. If you want to add friends, click those (they'll have a green + sign)

The reason for it? No idea!
