Is this a A or B size harness?

I am looking at buying a harness for my mini. The lady said it would fit up to 40". My mini is 31", would this fit or would it be to big. I have been looking for a size chart for what the measurements are for an A sized harness, but cannot find one. Does anyone have this information? And do you think this harness would work? Thanks sooo much!!!
