Length of traces

I just got a new harness and saddle keeps leaning back. How do determine the length of your traces. Should they be tight when the horse isn't moving forward or have some slack in them?

Pictures? Hard to say without seeing how harness is fitted and what it is doing when driving.

What kind of attachment does the cart have for the traces?

If the tugs on the saddle are leaning forward traces are too tight if they lean back its too long.
