Miniwhinny, I remember when I was new to this being confused actually, too, about measuring and at that time, it even crossed my mind would one with a long mane measure shorter 
OH! It's a pretty strange way to measure an animal. Like I said, my riding horse... his mane grows to way back under where the saddle pad goes. What a mini stud he'd have made, siring so many shorties.
