Sounds like the bearings are froze up. It could have metal shavings in the housing that holds the bearings. Most hubs have a bearing race...(bearings sealed in a housing)....but some wheels are built with individual bearings in the hub...which sometimes pick up dirt, or sometimes chrome that...

We sometimes use a 'jiffy' hanger....lol...big plastic clips like the ones used for twitches....these are just large black plastic ones....clamp on 3-4 across the very top of the curtain and stall top...done. Fast to take down and dont have to use staples at all and they store in a plastic bag.
