Ebay/PayPal question

I won something on Ebay and noticed that it says I can pay with my debit card through PayPal. Do I have to have a PayPal account to do this? Is it safe?

Glad you figured it out. I really like paypal. I pay alot of online services that way and then the company never sees my credit card number!
