Hardshipping a mini - question

I have a question, can you hardship a mini into AMHA or AMHR without papers ?

You can to AMHA if it is at least 3 years old and 34" or under, but it closes as of December 31. So you need to get the registration and payment to AMHA by December 31. Then you have until March 31 for the inspection and paperwork to be done.
