Height estimate?

Does the cannon bone measuring formula work on Shetlands the same as minis or is there any other way to determine the possible height?

Trying to decide if a filly will stay small, however she is several months old and already at 33". Her sire measures 37" as a mini but her dam is 42-43".

Any advice or help appreciated.
