My understanding is that AMHA now PQ's every foal anyhow when DNA is done, so that would prove then and there who's foal it is or is not. I dont understand why they just dont get the transfer done- and pay the late fees, and then they will be listed as the mare's owner and then they can just registered the foal themselves. That does not make sense to me. And did they breed her again, so she has another foal that is going to have to go through all this again?
I agree with not signing the papers, you cannot guarantee who the foal belongs to since you 'were not there' but I simply dont understand why the paperwork is not being done by the current owners and just fix it all??
