Mixed feelings.
I do NOT think miniature horses should be guide animals. I don't think they are a wise choice for the person, and it's not a good job for the horse, either. It is requiring them to live a life they are not cut out to live.
However, I say I have mixed feelings because I don't know that the Government should regulate what can and cannot be a guide or service animal.
Less Government is nearly always the better answer, even if it means some lessons are learned in a hard way.
