Lowrise -- to be honest, I don't know the answer to your question as it deals with commercial real estate. I believe that commercial real estate capital gains have different tax treatment than other forms of business capital gains but it's not my area of knowledge. I do think though that the current treatment is different when it comes to commercial real estate (and know it is when it comes to personally owned real estate).
My point is that a break in capital gains to small businesses is not something that will actually benefit many small business owners, and not frequently... surely not annually as some would likely believe reading the summary.
One very nice thing about McCain's plans is that he aims to simplify the tax code so that the average citizen and the average business owner will be able to understand the system and even do their own taxes. I think it is deplorable that the current system is honestly too complicated for the vast majority of tax payers to have a working understand of (including myself when it comes to many issues).
I appreciate the way you are trying to learn more, even though we do not have the same political perspective.
