Actually my guess is the person is conforming to the phrasing held by most spotted breeders over here and the spotted group where anything psotted under a certain height is called a Palouse rather then an Appaloosa, they reserve that for the actual breed.Palouse is an OLD name for Appaloosas. The Nez Perce people (Native American Indians) of what today is the United States Pacific Northwest developed the original American breed. Appaloosas were once referred to by settlers to the region as the "Palouse horse", possibly after the Palouse River, which ran through the heart of Nez Perce country. Gradually, the name evolved into "Appaloosa".
So, someone is trying to be "coy" -- sounds like a marketing ploy to me!
