The guy down the road from me has a Q horse gelding that lives in a garage . he is never at the house as he lives with his girl friend!!!! so he was feeding the poor horse like evry two days!!!!! i offerd to take care of him just to make sure he was being taken care of.he has him up for sale put theres no room at this in rocky is such a sweet horse i love him to death . he is in his stall 24 hours a day has not been out of that garage in over 2 months!!!!!!!!!!i would get him out but my mom would freak the guy told me to do what ever i want with him .he has navicular in his front feet so being in a stall all day isnt good at all.

I think you should try contacting animal control anyway, it's worth a try. For now you should work on getting your mom to let you help this horse out. Maybe walking it around the property everyday, checking up on it. If that is too dangerouse maybe even walking up and talking to the poor thing may help it's well being! The best thing you could do though is contact someone to help get that horse out of there!
 
I feed and groom him every day im gonna ride him this weekend i love this horse like my own!!!! wish i had room!!!!!!!!!!!!!!!!!!!!!!!!

Is the stall clean and stuff? Does he look bad at all? I mean, underweight and stuff? You probably won't get any help from officials if he is getting food and water, if he looks decent and if he's standing in a clean stall.

Do what you can, but be careful. I'd hate to see you or the horse get hurt.
 
Call animal control, better yet, have a parent do it. If he has been in a stall for 2 months, plus has navicular he shouldnt be ridden. most likely his feet are in terrible shape and he just isnt fit enough for it. Better to just take him out and let him walk, a little. Remember, easy does it.
