Ok, Becky, that might be the reasoning, but it still doesn't make any sense. Maybe it doesn't make any sense to me because I'd NEVER do anything like that.. It would not even occur to me.........that's the other thing about the AMHA that drove me nuts.......you're guilty until proven innocent.
Maybe you would not cheat.... but there are a few rotten apples. Or some with just plain shoddy record keeping, and this is why it is required....to prove the resulting foal is actually who you say it is, plain and simple.

OK -- and getting out my flame retardant suit now....

I am hoping that once all those old horses that are not DNA'd are dead and gone, that ALL foals will be required to be DNA tested and parentage qualified before registering. It will just make everything much more ethical, and will move us closer toward being an actual "breed" and not just a height registry. Controversial, but in the long run will benefit everyone by helping to keep the cheats in check, and to make sure people do a better job with their paperwork.
 
although have to bring up once again.. PQ doesnt ensure the horse is sired by who the papers say they are.. it isnt a sure thing 100 percent.. it is a start yes and something but.. if Sire A has a set of papers that dont belong to him and belong to horse B.. yet sire A is DNA's and resulting foals are PQ'd they will of course PQ but.. the horse is still Sire A not horse B whose papers Sire A is using..

Umm had that happen to me as well when I started out and purchased a couple of horses after a couple of years it was clear where the issue was but I thought I was safe due to the PQ sure taught me a lesson- ethical people will always be such with or without tons of rules in place.. sadly the same goes for unethical ones
 
I purchased a mare at a sale with a week old filly by her side and when I went to register the foal I was told by AMHA that a stallion report had never been sent in for the stallion, therefore I will have to DNA the Mare (She is in her teens and has had many foals) and the foal before I can get the registration papers. AMHA and I have tried to contact the people that own the stallion and get no resonse so far. So If we get no response I wil have to go before the board to see if they will let me register the foal. I like you will have to DNA the mare and the foal and I will probably (if I want to get the filly registered) have to pay the late fees if we can get the people to sign the late stallion report! Also I forgot to add that I did get a service breeders certificate with the other paper work but because there is no stallion report they will still not register the foal!
 
This is true what happened to me a while back. l put the wrong mares name on one of the stallion reports both parents are DNA'd and when it came time to PQ the foal no way. lt was an honest mistake we have a number of mares with very close names and numbers and sometimes l'm in a rush though l should know better and be more careful. So yes typing can work and no you don't need to be a cheater. And in all honesty we also have 2 mares old now who on the registrations are not ofspring of the so called sire listed because l know the people the mares came from way back when and they don't have minis anymore and admitted to doing those things at one time. l often wondered sometimes about the foals from a certain farm up here right now who say they are of such and such a stallion who register AMHR because when some of these foals were born going back that stallion was never on that certain farm to be able to have sired them. Food for thought.
 
Unfortunately, the rules were put in place because of the actions of a few dishonest people. So the actions of a few hurt the rest of us who are honest.

Whatever associations we are involved with we need to get current rule books and try to be aware of all rules that apply to us............Having said that, I'm now trying to figure out PtHA rules and have been trying to for 3 years! LOL Between AMHA/AMHR, PtHA, SmallestHorse Group, OMHCI, HEARTLAND & Gateway..........my brain is SCRAMBLED!!!!!

I'm really sorry you have found yourself having to pay for the dishonesty of a few from the past.

Karen I understand your mounting frustration with AMHA, as I have also become very aggravated with the AMHA fees too....

But if you don't double register your foals, THE FOALS are the only ones being punished. It will prevent them and their progeny from reaching HALF of the miniature horse market. The AMHA as a business won't suffer nearly as much.

(sigh) disgusting, isn't it?
 
I had to go through that a few years ago. I feel sorry for you, I really do. However, for the horses sake I would get the papers done.

We forgot our stallion report a few years ago ... really dumb since we've been doing the AMHA thing for 25 years! Had to DNA 8 foals and any mares that hadn't been done ... an expensive lesson, but will be a long time before we forget again!
 
I'm pretty much of the school that it sucks ands stinks, etc, too, but basically the rule is in place because of the wrongdoing/carelessness of others. In the case of this little boy, I think I'd do the financial concerns this way:

Pull, record, and store mane hairs from everyone who has not been DNA'd, and keep with your records on the relevant horses, and fill out all the paperwork for him in both registries, and put him up for sale as an AMHR only boy, with the option for the buyer to pay for all the paperwork left to do to qualify him for registration with AMHA. you never know, he may wind up from anything as a double-registered show gelding or someone's AMHR backyard pet, or the foundation of a breeding program that will do credit to your program down the road.

I'm actually (under the heading of I should listen to my own advice) coming around the the idea that we should all have on file in our own records hair samples for DNA of all our horses.
