starting my mare in driving.. need advice :)

I am starting my mare in the cart. I did ground work with the harness for 2 months and hooked her up for the first time 2 weeks ago, she did amazing! But since then she starts out good and then while we are either stopped or walking she gets spooked and will either go forward and not stop or she will get really low to the ground while she is trying to run off. When she does this it is completely random and I cant find anything around that could have caused the episode. What can I do to make her feel safer while pulling the cart? should I go back to harness training?

Whenever I have an issue with training I always go back at least one step to where they were doing well. So in this case I would go back to ground driving. Can you find someone who knows how to drive (any size horse) that could help see that the issue might be?
