So a question for you Shari, and for the others out there: How do you keep the pad from rolling against lateral pressure on the terrets if a gullet doesn't do it?I don't like to cinch my horse up so tight he can't breathe and right now that's what I'd have to do.It won't be a problem with the yearling but Kody has pretty prominent withers and doesn't like pressure in that area.
I do plan to attach things to this surcingle in the course of some groundwork so want to be on the safe side and have it set up for a little weight-bearing just in case.

That is the never ending quest I think. Maggie has quite the set of withers on her and things can still roll. I use the Zilco treed saddle for her cart as you know..but because the surcingle has no down force pressure on it, she doesn't mind this surcingle.
I like the back strap set up on the surcingle I have for her now, it really does help keep it from rolling. You can also run a padded strap around the front.. kind'a like you do a breast collar but directly attached to the surcingle, this will also help keep it stable.
Ah... so you want something more like a Training harness, something you can do more than you can with a surcingle and strong enough to take green horse abuse. With a mini... think you will have to go with something custom made.
Smuckers used to make a good solid training harness but the owner has closed the doors. Not sure if they would have anything left in mini size.
Think any of the folks you have dealt with in the past, that deals in harnesses/etc.. could make you want you want. Let us know how it goes!!
