Why past owner refuses to turn over papers????

Why would a past owner refuse to turn over papers on mare I bought?

Maybe the past owner does not feel that the mare should be bred - and withholding papers may be their way of trying to ensure that? Just one idea - but it is hard to answer your question without knowing more details...

Depending on the situation! What is the mare like, does she have any issues, what is the owners reasoning?

did you buy her as registered or grade? If you paid for a registered mare, then they pretty much have to, if you purchased her as a pet quality, grade (no papers) mare, they don't have to.

Lots of reasons, could be because the people who bought her before you did may have bought her cheaply because she wasn't going with her papers, (some people give a giant price cut if sold without papers).

Did you ask the former owner why?

I have been told the daughter who I bought her from owned the mare with her mom and her mom is "funny" about things like that. They have been evasive to describe it best. The daughter knows I wanted to breed her. No warning or objection to that. Daughter is named Sara and is a farrier in central Texas. No official deal made. My mistake I think. Its just sad because she is a nice mare. Was a broodmare for them. All I know. And then I came across the Rowdy grandson, my mare was "in" and while I am uncertian if I would show in the future, it would be nice to have an option if all ends well with a nice baby. I sent her a message today informing her of the breeding, telling her I wont push the matter anymore after this. Just because shes rude does not mean I have to resort to that.

The mares old owner said I could have all papers for $100. Worth it in my mind. She is A, R, and world class

By old owners do you mean the people you purchased her from? Give them the 100.00 dollars when you have papers in hand and a signed transfer of ownership.

Just a suggestion - try not to name names even in a vague way on the forum - that is not fair to the other people involved as we truly only know one side of any story...

I have held back papers for a few reasons. Pet quality horse and ones that I have sold as pet price for there kids. Sold one for 150 as a child pet. She had an off bite that did correct but as she got older she had stifle issues. The lady got made cause she wanted the papers even though I had told her no and why.

Even I people want them as pets, they do like to have papers mostly to say that their mini is registered and they have their pedigree. I have had this happen and I don't think the owners should be able to hold papers back if the mini is registered

Well in my case the person decided she wanted them for breeding stock. Not what they were sold as or good enough for. Yes she may breed them, but with out papers they wont get anything. I have also sold horses where the people wouldnt take the papers. Had this happen with one mare, pretty sure they resold her shortly after which is sad as she is to good of a mare to not have papers.
