There are a couple people around here that have imported some. I also see them at the local driving shows. One lady I see here a lot has one mare and a couple geldings.
I see them riding them around the trails here when I am out with my ponies and I have talked with them a bit.
The ponies are generally pretty mellow, but I'd say they are "average horses."
They aren't any more "people ponies" than any other pony? Not sure what you mean by that but I find the horses' individual personality and how they are raised greatly influence how friendly they are.
They sort of remind me of tiny Friesians, although they certainly don't have the movement. I haven't seen any that move amazing... some of them sort of have a hunter extension but nothing special.
Honestly, the Fell Pony and the Gypsy Vanner are WAY WAY overrated. You pay SO much to buy them or import them because they are pretty scarce here in the US. Yeah, they do have thick manes and tails and a heavy build... but c'mon. $10,000 for a gelding?
If I were you I'd get a Welsh pony. More selection to choose from (you don't have to "settle" for one because it's the only one you can find for a decent price), similar size and build, good personalities, and most Welsh ponies move a heck of a lot better than the Fell or Gypsies do.
Just my opinion.
