I have a barn with 3 large clay stalls that we use lime, and shavings. As for the dust, we did have a problem with shavings we were getting from a local mill. Although the shaving were kiln dried pine, they were too fine. Dust Actually. No respitory problems fortunately, but alot of eye infections. Fine bagged shaving work great.
In the other side of the barn we have cement with mats. Works great. Some horses we stick with fine pine, others we use pellets. Depending on the horses stall manners.
For foaling, we use grass hay. And I prefer to do it in the matted stalls. That way I can really disenfect the stalls prior to foaling.
