Smallest steel shoe for 10 hand mini?

My 40" mini has been shod and padded to help with his arthritis and being driven on the paved roads here and help with the concussion on his joints. The smallest shoe my farrier found locally was a pony 0. But had to cut some of the heel off to make them work. Anyone here know where we could find ssomething smaller? I have looked online and I found that kerkhardt has 8x0 size. Without seeing them in person would anyone know if these would be smaller? Or even know where to find them?
 
Had you considered using resin instead of a steel shoe? You still need a farrier, obviously, but there would be no need for the padding....
 
There are solid rubber shoes that glue on. They are called Epona Shoes. I use them on laminitis horses and those that wear their hooves abnormally. Look them up on the web.
 
My friend works at Epona shoe- I recommend them too. They have many success stories!
