I know that there are cities who are implimenting laws holding property owner's/manager's as liable as the dog owner in attacks. People are getting sick and tired of irresponsible dog owners and are now pushing for more strict laws and enforcement of exsisting laws, not to mention they are suing a lot more now for dog attacks.
