Congrats on your little guy and on being on top of things for him!
One other thing I haven't seen mentioned is that it does seem harder to get the little tiny horses looking "just right". I have a 26" yearling I struggle to keep trim, and it doesn't take much to expand his belly lol. I don't know how much exercise your horse gets (free exercise as well as controlled) but that too will make a difference in how he looks. I won't go into feeds, you've already gotten plenty of good advice here...just remember to put your hands on him, feel his ribcage, feel along the spine. If he needs more weight to get rid of the belly you will feel ribs above his belly and he will likely have a backbone that protrudes a bit as opposed to a nice level back. I didn't see your pictures, but sounds like you are conscientious and really paying attention to him, and will having him in great shape before long. I do agree, lots of vets - even those with mini experience - often over or underestimate weight. I've gotten pretty accurate now at estimating them, but when it really matters I use the formula given above & don't rely on a weight tape. Good luck with your little guy!
