Some do, some don't. I have a chestnut and white with a large blaze which falls off the side of her face, sabino ticking. Two BROWN eyes. Daughter also has two brown eyes with white on the face. Both tobiano pintos. Daughter no ticking.
Had minimal buckskin pinto - no white on face two BLUE eyes.
I've had one with two blue eyes with big white blaze - according to breeder she was sabino carrier. Chestnut tobiano with sabino ticking. Sire had one blue eye - black tobiano. He has never thrown an overo to my knowledge and he has a lot of progeny out there. She had one foal with blaze and one blue eye, palominio (homozygeous for tobiano) pinto. One foal, loud pally tobiano, small blaze, two blue eyes. Other foals white on face with brown eyes. Have never had blue eyes with white around the eye. Whole line all has sabino ticking. All show tobiano patterning. If there is splash or frame there- it's hiding.
Only foal I've ever had which could even show maybe there is another pattern is 2008 filly. She has star, brown eyes, sabino ticking and a belly patch - of which is a common sabino marking. Her mother is a minimal light palomino with the lip markings and leg white required for sabino but she's so pale never knew she was until she produced this wee girl.
I have another filly who I bought in who has parents with brown eyes who has two blue eyes. Small star and snip on face. Can't speak with absolute certainty that there is no splash or frame hiding there - her dad is listed as having Rabacinno markings (form of roan). Tobiano patterning with one solid parent by solid parents by tobiano dad as mentioned.
And as bay doesn't show white on the face as easily as chestnut it still remains a mystery.
