Computer help-allowing pop ups???

My Mom accidentally blocked having pop up windows and we need to change that but I am having a blonde moment and can't seem to remember where I need to go here to change it back??? Help

Are you using Explorer? I usually use Netscape but know I'm in the vast minority.

In my explorer tool bar, right next to the search window, there are two little blue squares overlapping each other. It's inbetween the search button and this yellow anti-spy button. Click the little blue things that I think are supposed to look like post-it notes and then you can enable or disable the pop ups
