I just did this for a costume class with my mini! (Except I turned my entire horse pink and she was a My Little Pony instead.) I went to the local hair salon and bought some TEMPORARY hair coloring spray. It was the stuff for halloween and parties. I made sure to spot test a small area under her neck to check for a reaction. There wasn't any, and it washed out very easily with water afterwards.

People also have used kid finger paints, which would be another option. My sister did that to one of our grey Quarter Horses for her college art class. The finger paints actually curried out really nicely.

The only thing I strongly recommend to NOT use (besides permanent paints or paints that specifically say to not put on skin) is the paint made specifically just for horses. I don't remember what it is called, and I don't think I am allowed to say it's name on here anyways. My neighbors used the horse paint on their mini for a costume class and it did not come off for over a month. Same thing happened to my friend, and she couldn't get it off no matter how often she washed her horse.
 
If you have a craft store near you such as Micheals, buy some non-toxic powder that you add water to, and then use a sponge paint brush to paint on the strips. I've won many a class painting my minis with this paint although if you apaint a solid white or gray all over it takes awhile to wash out. I once painted a grey colt as pegasis with blue color and had to bath him three times to get it out before his halter classes!
 
Look for a paint called "tempera" paint. Comes in large bottles in the kids section. Cheap, water based, and non toxic. Used for fingerprinting and young kids crafts.
 
Halloween is coming up. Look for the black spray in temporary hair stuff - usually found in the kids aisle. If you are looking for a rainbow zebra, go to tractor supply and look for the livestock marker paint. A little tricky to get off, but in my experiences it hasnt ever dyed the hair, just "sits on top of it." The "tell tail" brand is WICKED bright.
 
One of the fundraisers at a farm party for a friend with leukemia was to let the kids paint on an older white horse. she loved to be washed!! Then they'd do it all again with washable paints, brushes, and sponge shapes. They all had fun..even the horse.
