Now keep in mind it has been years since I had 12 horses here, each time I got a survey I tossed it because I only have 3 here and I don't breed.

I got this Certificate of Registration and it reads : This certificate recognizes your completion of premises registration for the national Animal Identification System. The number below will be a permanent national number and will be needed in future endeavors relating to the NAIS program.

Then a # with a plastic credit card type thing with ID. It has an Albany NY seal on the certif.

The letter reads:

Dear Owner,

The NYS Dept of Ag & mkts has a long & successful history of preventing, controlling, & eradicating diseases of animal health & public health signifigance. Examples of successful disease control efforts include the elimination of equine infectious anemia in horses, eradication of brucellosis & tuberculosis in cattle& deer populations, eradication of chronic wasting disease in captive deer populations, elimination of low pathogenic avian influenza in poultry & many others. Outbreaks of numerous emerging or introduced pathogens of animal & public health signifiganceare managed, often without notice of the general production animal community.

None of these achievements are possible in the absence of cooperation, forward thinking & active participation of NYS's animal caretakers and managers. Furthermore, no major disease control effort has been successful in the absence of an animal location & identification system.

NYS has adapted the framework of the National Animal Identification system & modified it for application in NY. The objective of the NEW YORK ANIMAL HEALTH INFOMATION SYSTYEM (NYAHIS) is to maintain the positive aspects of disease surveillence embraced by the national system, tempered by practical constraints & limitations of existing technology & industril practice.

Care was taken to ensure that NY producers would be considered part of the national system & entitled to the recognititon & privileges affored that status.

The foundation of the NYAHIS rests upon the identification of livestock premises. Premises location (911 addresses) and description of animals on premises are recorded for livestock premises in NY. Defining the vulnerable animal populations in advance of an animal threat sets the stage for appropriately limited, efficient & effective response. Such advanced preparation will minimize disruption of businesses & limit the economic & social impacts of animal health threats.

This letter serves as notice that your business has been successfully registered in both the National & State Animal Health Information programs using information we have on record for your operation. This registration provides you with a national premises ID # which is unique to the geological location of your operation.

Please keep this ID card in a safe place as this number may be used to fascilitate livestock transactions.

It goes on to say participation is voluntary, I can indicate on the form provided I do not wish to participate but note will be taken Blah blah blah

1. Particiation in this program ensures that NYS livestock will be held in good standing for movement, health status & other advantages available to cooperating states.

2. Producer participation is critical to the success of the system. The abilioty to quickly detect animal populations at risk and guide deployment of response resourses will be degfraded by nonparticpation, and so on.

So...what is this? I remember reading how the nation was trying to come with some sort of ID but here? How would they do that. Emails and calls I have made go to an automated system and no returned info yet. Any other NY farms get this? I don't want the doggone govt involved in my hollow if I can help it. Can I safely decline this so called "privilege"?

I wonder if this type thing would help in situations like that in Kansas where if the animals in question are unhealthy the state steps in but to what end...one would first think of elimination not rescue but I am writing this for discussion, as I don't quite know what to think.
 
Some states are doing this without the owners consent and is one of the ways they are trying to force people into the NAIS program.

I know a whole lot of people that are not happy,,, but do not know what to do about it.

There are a lot of restrictions in this program... I have read up on it but the Gov is always changing its rules.

They did it here about a year or two ago. I have yet to see any difference any anything because of it.
 
I suspect this is just one more thing the government will shove down our throats and I dont think it will matter if we want to or not . If we use a vet and most of us do they will track owners that way if they cant get co-operation from owners themselves. I do know they have said that if there were an outbreak of avian flu or mad cow or whatever the disease of choice is these days they could then track animals back to a source but what I think really is the story at least in this state is that they are considering a tax on horses just as they have licensing of dogs and kennels etc. Think of the $$$$ even if they charged 1.00 a head for all the horses in this country.

Show the mailing to your vet. He should know something about it. Otherwise, my instinct is to chuck it.

Here in WI it is still voluntary. We did register with the state and the only thing I have seen from them in the last four or so years is a notice about the first case of , whatever it was, in the state for the year. And I believe that came last year. Can't remember if it had to do with horses or birds. I still have it posted on my bulletin board in the barn. (i will have to check what it was for).

Other wise, it has not been a problem, and it is totally free. As previously stated, it is a way to contact animal owners in case of a outbreak of some disease. I think it initially came about with the bird flu scare a few years back.
 
I got one in Pa. about a year ago. I think all states will be doing it. If your on the mailing list from your agricultural Dept for anything you will be registered.
