I have no idea what the situation is with these horses, but for those doubting that horses do get stolen these days--I don't know about your area, but up here there are still horses that get stolen--last spring a family north of here (new to the area--had just moved in) had their daughter's pony in the barn. They went somewhere & came home to find the pony was gone from the barn--stolen for sure, as there was no way the pony got out and closed the barn door behind itself. Just recently there were several horses stolen from different locations in Ontario. One was found days later--there was a lot of publicity given to that horse, even made the national TV news, and the police said they figure the publicity just made that horse too hot for the thief to keep. A couple other horses taken around the same time are, as far as I know, still missing. Another person had reported a strange truck and trailer lurking in her neighborhood. I have no idea what the thieves want with these horses--with the price of horses at the various sales you wouldn't think anyone would bother stealing horses, but apparently some figure it's the thing to do. Just something to keep in mind if you're thinking it's impossible that anyone would steal a horse these days.
And of course if you browse through the netposse site you will read about how common the 'civil thefts' are these days--sales/leases/trades gone bad. There is actually a notice posted on the site, plus there are many horses listed on the site which are noted as "civil case"--something to keep in mind when you are selling (especially on payments) or leasing or free leasing or loaning or--as I read on the site yesterday--even BOARDING your horse. One horse disappeared while being boarded at a facility--barn owner claimed the horse died the day the owner was coming to pick him up...but there was no evidence/proof of death....another I saw left her horses with a friend while she was in the process of moving. Friend apparently gave away/sold the horses to someone else. All very scary and sad things--it gets so you feel you cannot trust anyone!!
